How Foreigners Can Acquire Real Estate in Türkiye

Last updated: 19 July 2026

Can Foreign Nationals Purchase Property in Türkiye?

Foreign natural persons whose nationality is included within the countries permitted under the Land Registry Law may acquire immovable property and limited rights in rem in Türkiye, subject to statutory, national-security, location and quantity restrictions. A residence permit is not generally a prerequisite for purchasing property.

Foreign buyers consulting an Antalya lawyer or a Serik lawyer should complete a legal review before paying a deposit. The seller’s ownership, mortgages, attachments, injunctions, zoning, construction permits, occupancy status, condominium records and actual possession should be checked independently.

Nationality and Location Restrictions

Eligibility is verified through the land-registry system according to nationality and current state decisions. Some nationalities may be subject to special conditions, and certain areas may be closed or restricted because of military, security, strategic or agricultural rules.

A foreign buyer should not rely on an estate agent’s general statement that “all foreigners can buy everywhere.” The specific nationality, parcel and intended use are checked by the competent authority.

Quantity Limits

Foreign natural persons may generally acquire up to thirty hectares throughout Türkiye, subject to the statutory power to change the limit in individual cases. Foreign ownership is also limited to ten percent of the privately owned land area within a district.

These limits concern the combined acquisitions of the person and the statutory district calculation. They should be checked before purchasing several parcels or large agricultural land.

Unbuilt Property and Project Obligation

Where a foreign national acquires unbuilt land, the person may be required to submit the project to be developed on the property to the relevant ministry within the statutory period. Failure to comply with acquisition conditions may lead to liquidation of the property.

The land’s zoning classification, agricultural status and ability to obtain a building permit should be verified before purchase. Ownership of land does not guarantee that a house, hotel or commercial building can be constructed.

Documents Commonly Required

Document Purpose Important point
Passport or nationality document Proves identity and eligible nationality A certified Turkish translation may be required.
Foreign identity or tax number Supports registration and payment procedures Information should match the passport exactly.
Biometric photograph Used in the official transaction file Current specifications should be followed.
Property and seller records Identifies the parcel, share and registered owner Use a current official title record, not only an old certificate.
Valuation report Shows the market value where required The report must be prepared and transmitted through the authorised system.
Foreign-exchange purchase document Proves conversion of the purchase currency through the banking system It is required for purchases by foreign natural persons under the current procedure.
Power of attorney Allows representation in the sale Foreign powers must satisfy legalisation, translation and authority requirements.

Property Valuation

Foreign-buyer transactions and other transactions specified by current land-registry regulations may require a valuation report. The application is made through Web Tapu or the integrated valuation system, and an authorised valuation institution sends the signed report electronically to the land-registry system.

The report’s validity period and the relationship between the market value, declared price and any citizenship-purpose value should be checked. The land-registry office does not replace an independent legal and technical due-diligence review.

Foreign-Exchange Purchase Document

For purchases by foreign natural persons, the foreign currency used for the transaction is sold to the Central Bank through a Turkish bank, and the bank issues a foreign-exchange purchase document. The Turkish-lira amount shown in this document is used in the official sale process according to the current land-registry rules.

The buyer should coordinate the bank transfer, conversion document and title appointment before sending funds. For citizenship-purpose transactions, additional bank-payment evidence and special compliance documents are required.

Legal Due Diligence Before Payment

  • Confirm the seller and current share ratio.
  • Review mortgages, attachments, injunctions, usufruct rights and easements.
  • Check zoning, building licence, occupancy permit and condominium status.
  • Compare the registered plan with the actual property.
  • Review leases, occupants and unpaid site or municipal debts.
  • Check coastal, forest, agricultural, military and security restrictions.
  • Use a written reservation or sale agreement with clear refund conditions.
  • Plan payment through a traceable bank mechanism linked to registration.

How Is the Sale Completed?

The buyer or seller starts the application through Web Tapu, a land-registry office or an available notarial sale procedure. The authority reviews identity, nationality, restrictions, valuation and payment records and calculates the title deed fee and service charges.

The official sale document is signed with interpreter assistance where required, and ownership is registered to the buyer. The buyer should obtain and verify the new current title record immediately after completion.

Interpreter and Representation

A foreign party who does not understand Turkish must use an authorised interpreter for the official transaction. The interpreter should be independent and should translate the legal effect, price and encumbrances, not merely the property description.

A transaction may be completed through a specially authorised power of attorney. The foreign document may require apostille or consular legalisation and certified translation. The authority should cover the exact property transaction and any payment powers intended.

Does Property Ownership Grant Residence or Citizenship?

Property ownership may support a short-term residence-permit application, but it does not automatically grant a permit. Residence is assessed by the migration authority under its own conditions.

Citizenship through property investment is a separate exceptional route requiring the current minimum investment, valuation and banking requirements, a three-year restriction and an official conformity process. An ordinary property purchase should not be advertised as a guaranteed citizenship result.

After the Purchase

The new owner should complete municipal tax and address procedures, update insurance and utilities, review rental or property-management arrangements and preserve all payment and title documents. If the property is rented, Turkish lease and tax rules apply regardless of the owner’s nationality.
