How to Apply for a Residence Permit in Türkiye

Last updated: 19 July 2026

Who Needs a Residence Permit in Türkiye?

A foreign national who intends to remain in Türkiye beyond the period permitted by a visa, visa exemption or another lawful status generally needs an appropriate residence permit. The correct permit type depends on the purpose of stay, such as property ownership, family unity, education, scientific research, medical treatment or another short-term ground recognised by law.

Foreign nationals consulting an Antalya lawyer or a Serik lawyer should determine the permit category before starting the e-Residence application. Selecting a category that does not match the real purpose of stay, providing an address that cannot be verified or uploading inconsistent documents may result in requests for additional information or refusal.

Which Residence Permit Type Should Be Selected?

The Law on Foreigners and International Protection provides short-term, family, student, long-term, humanitarian and human-trafficking-victim residence permits. Each category has separate eligibility conditions and documents. A property owner, university student and spouse of a Turkish citizen do not follow the same application route merely because all three are foreign nationals.

A work permit is different from a residence permit application. A valid work permit generally functions as a residence permit for its validity period, while holding a residence permit alone does not give a foreign national the right to work.

Initial, Transition and Extension Applications

Initial and transition applications are started through the official e-Residence system. After completing the online form, the applicant attends the provincial migration authority on the appointment date with the required original documents. The application should be made while the person still has lawful stay in Türkiye.

An extension application may be submitted from sixty days before the current permit expires and, in every case, before the expiry date. The applicant should follow the instructions produced by the system regarding document delivery, appointments and payment. A late application does not automatically preserve lawful stay.

Common Application Documents

Document or information Purpose Important point
Application form Identifies the permit type, address and requested period Information must be complete and consistent with the supporting records.
Passport or travel document Proves identity, nationality and lawful entry It should generally remain valid for at least sixty days beyond the requested permit period.
Biometric photographs Used for identity and permit-card records They should meet the current biometric specifications.
Address evidence Shows lawful accommodation in Türkiye Title, notarised lease, accommodation undertaking or other records may be required.
Health insurance Shows coverage for the requested period where required The policy must match the applicant, dates and statutory coverage conditions.
Financial-capacity statement Explains how living expenses will be met Bank, pension, salary or sponsor records may be requested.
Purpose-specific document Proves the legal basis of the application Examples include title record, student certificate, family documents or treatment records.

How Should the Passport Period Be Calculated?

The passport or substitute travel document should generally be valid for at least sixty days longer than the requested residence-permit period. A person requesting a one-year permit should therefore not rely on a passport that expires before the permit and the additional sixty-day margin.

If a passport is renewed during the permit period, the relevant migration and address records should be updated according to current notification rules.

Address and Accommodation Evidence

The applicant must present a real and legally usable address. A title deed may be used by an owner, while a tenant may need a notarised lease and records concerning the landlord. A person staying with another individual may need an accommodation undertaking and supporting identity or residence records.

Some provinces or neighbourhoods may be subject to address-registration restrictions for new foreign residents. The current status should be checked before signing a long-term lease or paying a large deposit. A property purchase does not guarantee approval of a residence permit.

Health Insurance

Applicants who are not exempt should obtain health insurance covering the requested period and meeting the conditions accepted by the migration authority. A policy with incorrect dates, limited coverage or mismatched identity information may not be accepted.

Children, elderly applicants, persons covered by social-security agreements and family members may be subject to different documentation rules. The system-generated document list should be reviewed for the individual category.

Fees and Residence Permit Card Cost

The residence permit fee depends on nationality, requested duration and legal exemptions. A separate valuable-paper or card fee may apply. Current amounts are updated periodically and should be checked through the official e-Residence and Migration Management pages.

Receipts should be preserved. Payments made through unofficial intermediaries or personal bank accounts do not replace an official government payment.

What Happens After the Application?

The migration authority may approve the permit, request additional documents, invite the applicant to an interview or issue a refusal. The address, purpose of stay, insurance and financial information may be verified. The application number and official notifications should be monitored.

A residence-permit application document may provide temporary lawful-stay rights under the conditions stated on the document. It should not be treated as an unrestricted travel document. Before leaving Türkiye while an application is pending, the applicant should check the current exit and re-entry rules.

What If the Application Is Refused?

The refusal decision should state the legal reason, notification date and available remedies. Depending on the decision, an annulment action before the administrative court and an interim-stay request may be considered. The applicable period is calculated from valid notification and should not be confused with the time allowed to leave Türkiye.

Documents proving the purpose of stay, address, financial capacity and any error in the administration’s assessment should be preserved immediately.
