Why Do Address and Tenancy Agreement Issues Cause Problems in Residence Permit Applications?

Last updated: 25 July 2026

You have prepared your passport, photographs and health-insurance documents for a residence permit application. You also have a tenancy agreement. At the appointment, however, you may be told that the address is not visible in the system, that the apartment number in the agreement does not match the application form or that additional documents from the landlord are required. If you stay with a friend, simply saying “I am a guest in this home” may not be enough. If you stay in a hotel, the reservation, actual accommodation and payment records may be expected to match.

The address in a residence permit file is not only postal information for delivery of the residence card. It helps show where the foreign national actually lives in Türkiye, which province will examine the application, whether the statements are consistent and whether notification duties have been fulfilled during the permit period. A tenancy agreement is therefore not a stand-alone “address ticket.” The parties to the agreement, full details of the property, notarial formalities, address registration, utility records and actual residence may be considered together.

Brief Answer: Does a Tenancy Agreement Complete the Address Requirement?

Not always. Current official document lists may require a notarised copy of a tenancy agreement containing the landlord’s details for a foreign national living in rented accommodation. Extension and transition applications may also require a current residence certificate and records such as an electricity, water, natural-gas or fixed-line bill, or a new subscription agreement relating to the address.

The required documents vary according to the type of residence permit, whether the application is initial, extension or transition, and current administrative practice. The personal document list generated by the e-Residence system should be followed. Documents used in an earlier application should not be assumed to be automatically sufficient for a new application.

Why Is the Address a Substantive Part of the Application?

  • It may affect the province in which the application is processed.
  • It shows the foreign national’s actual place and conditions of accommodation.
  • It helps verify statements in the application form.
  • It is required for safe delivery of the residence card.
  • In extension and transition applications, it may show whether address-registration duties have been fulfilled.
  • A change of address, province or permit type may require a new administrative step.

According to the general information published by the Presidency of Migration Management, foreign nationals must declare their address in Türkiye correctly and completely. If the address changes during the residence permit period, notification to the provincial migration authority and population-registration units with the required documents is generally expected within twenty working days. Shorter or different procedures may apply in a particular application, so current instructions should be checked.

Which Situation Applies to You?

If you live in a property you own

Prepare the title-deed record proving ownership and any numbering or address documents required by the official list. The independent-unit details in the title deed, the address code and the full address on the application form should match. If the property is registered only as land, cannot actually be used as a dwelling or has a title-deed address different from the current municipal address, an additional explanation may be required.

If you live in a rented property

The current list may require a notarised tenancy agreement containing the landlord’s details. The property address, independent unit, landlord and tenant information should be the same as in the application form. If the person signing as landlord is not the owner, representation or subletting arrangements may be examined separately.

If you stay with a friend or relative

A notarised undertaking from the homeowner or the person residing at the address may be required. If the person giving the undertaking is married, a notarised undertaking from the spouse may also be requested. A current utility bill or new subscription agreement in the host’s name may additionally be needed. A verbal statement or message alone may not be sufficient.

If you stay in a hotel or accommodation facility

Documents showing the stay and receipts or invoices for the requested residence period may be required. A short reservation may appear inconsistent with a long residence request. The official operation of the facility, duration of accommodation and actual stay records are relevant.

If you stay in a student dormitory

An electronically signed or signed and stamped document showing accommodation in the dormitory should be prepared. University registration, dormitory address and province stated in the application should be consistent. A private apartment or student residence may be assessed differently from an officially registered dormitory.

If you are making an extension or transition application

A current residence certificate and an address-related utility or subscription record may be requested. The fact that the old address remains on the previous residence card is not sufficient by itself. The address-registration system, new tenancy agreement and application form should be checked together.

If you changed address after applying

Identify the date of the move, whether it was within the same province or to another province, and the current stage of the application. A timely notification with new tenancy or accommodation documents may be necessary. Continuing to use an old address in the application is not appropriate.

Eight Common Tenancy Agreement Problems

1. The Full Address Is Incomplete or Written Differently

Neighbourhood, avenue, street, building, door and apartment information should be identical in the application form, tenancy agreement, address-registration certificate and utility bill. Where a municipality has changed the official numbering, a document connecting the old and new address may be required. Informal descriptions such as “upper floor,” “rear flat” or a building nickname are not sufficient.

2. The Landlord’s Details Do Not Match the Title Deed

Check whether the person signing the agreement is the owner or an authorised representative. The document requirements may change where there are multiple owners, a power of attorney, company ownership, usufruct or a sublease. A document signed only by a real-estate agent may cause problems if the agent lacks authority.

3. The Required Notarial Formality Is Missing or Incorrect

If the official list requires a “notarised copy of the tenancy agreement,” an ordinary written agreement signed by the parties may not be accepted. The content of the notarial procedure, the identity of the parties and the signatory’s authority should be checked. Certification of a photocopy as a true copy and certification of signatures may not have the same effect; the appropriate procedure should be confirmed with the notary.

4. The Agreement Date or Duration Does Not Match the Application

Requesting a one-year residence permit while presenting accommodation for only a few weeks may raise questions about continuity of residence. A longer tenancy period, however, does not guarantee that a permit will be granted for the same duration. The permit is assessed according to its type and the other legal conditions.

5. Many Foreign Nationals Are Registered at the Same Address

A large number of registered persons in a small property may lead to additional examination of actual accommodation and the truthfulness of the declaration. A tenant may not know that the owner has used the same address for other persons. It is useful to obtain information about the address registration and actual living conditions before applying.

6. The Property Is Not Legally or Physically a Dwelling

Using an office, warehouse, plot of land, unfinished unit or tourist facility as a residential address may cause a problem. Consistency may be expected between the title-deed classification, municipal address, occupation status and actual use.

7. The Landlord Will Not Assist with Address Registration

After signing the tenancy agreement, the landlord may refuse to attend a notarial procedure, give an undertaking or assist with population-registration steps. The formalities required for a foreign tenant’s residence permit and address registration should therefore be discussed before the agreement is signed. False or misleading documents are never an acceptable solution.

8. The Application Form and Actual Residence Are Different

If a foreign national gives one address on the form but actually lives elsewhere, problems may arise in address verification, card delivery and future extension applications. The declared address should be the place where the applicant genuinely lives and can support with the required records.

Residence certificate Current date and consistency with the application address Previous address remaining in the system
Utility bill or subscription Address, subscriber name and recent date Different building or apartment number

Host undertaking Host, spouse, foreign national and address information Missing spouse undertaking or utility bill
Hotel or dormitory document Duration, institutional details and payment Short reservation or missing signature/stamp

Address Decision Tree: Steps Before Applying

  1. Identify the real accommodation arrangement: Your own property, rented property, third person’s home, hotel or dormitory.
  2. Identify the type of application: Initial, extension or transition.
  3. Obtain the e-Residence document list: Use the current personal list generated by the application form rather than a general list found online.
  4. Compare every address: Check the spelling and numbering in the form, agreement, title deed, bill and residence certificate.
  5. Verify authority: Confirm that the person signing the agreement or undertaking is the owner or has authority.
  6. Complete the correct notarial procedure: Follow the type of certification required by the current document list.
  7. Prepare for actual residence verification: Be reachable at the declared address during the appointment, verification and card-delivery process.
  8. Notify changes: Check the applicable period without delay if you move or change province.

A One-Minute Case Example

Scenario: A foreign national signs a notarised tenancy agreement for an apartment in Antalya. The agreement states apartment “5,” while apartment “6” is selected by mistake in the e-Residence form. The electricity bill shows “Apartment 4” according to an old municipal numbering system. At the appointment, an explanation is requested as to whether the documents relate to the same address.

How should the file be prepared?

The correct independent unit should first be established through the title deed and a current municipal numbering document. If the tenancy agreement contains an error, it should be corrected through the proper procedure. The mistake in the application form should be explained truthfully to the authority. A municipal or utility document connecting the old and new address may be added. It is not appropriate to change numbers by handwriting or digital editing merely to make the documents appear consistent.

Common Misconceptions

“A notarised tenancy agreement guarantees that the residence permit will be granted.”

False. The tenancy agreement is only one of the accommodation and address records. The permit type, purpose of stay, passport, insurance, financial means and other conditions are also assessed.

“It is enough to write my friend’s address; no undertaking is required.”

It may be false. When staying with a third person, a notarial undertaking, the spouse’s undertaking and a utility bill may be requested.

“If my residence card has arrived, my address registration is automatically complete.”

Not always. Printing the card and completing address registration in the population system may be separate processes. The address-registration duty should be followed particularly after an initial application.

“I can report the address change at my next extension.”

False. Address changes are subject to statutory notification periods and should be reported to the relevant authorities on time.

What You Can Do Today

  • Download the application form and personal document list from the e-Residence system again.
  • Compare the address in the tenancy agreement, title deed, utility bill and application form side by side.
  • Check whether the landlord is the registered owner or an authorised representative.
  • Complete the notarial certification and any landlord or spouse undertaking.
  • For an extension or transition application, obtain a current residence certificate.
  • If you changed address, prepare the date and evidence of notification.
  • Separate originals and copies of all documents to be taken to the appointment.

What You Should Not Do

  • Do not give an address where you do not actually live merely because documents are easy to obtain.
  • Do not assume that the document list from an old application remains current.
  • Do not change the address in a tenancy agreement by handwriting or digital editing.
  • Do not use an undertaking or utility bill without the homeowner’s knowledge.
  • Do not present a short hotel reservation as long-term accommodation.
  • Do not postpone notification of an address change until the card-renewal date.

From the Lawyer’s Desk

It is not enough to examine one address document in isolation. The tenancy agreement, title deed, address-registration certificate, utility bill and application form should tell the same story. Even a small difference in the apartment number may result from a genuine numbering change or from an incorrect declaration. The documents should therefore be compared before the application form is completed, not for the first time on the appointment date.

Frequently Asked Questions

Must a tenancy agreement be notarised for a residence permit?

Current official lists may require a notarised copy containing the landlord’s details from a foreign national living in rented accommodation. The type of application and the personal document list generated by the e-Residence system should be checked.

Must the landlord attend the population-registration office?

The method of address registration may vary according to the application, tenancy or host arrangement and current practice. A notarised agreement or undertaking may be sufficient, or additional verification may be requested.

I stay with a friend. Which documents may be required?

A notarised undertaking from the homeowner or resident, an undertaking from the spouse if married and a current utility bill or subscription record in the host’s name may be required. The personal document list should be followed.

Can a residence permit be obtained using a hotel address?

Official lists may accept documents showing accommodation and payment during the requested period. The consistency between a short reservation, actual stay and requested permit period may be examined.

Within how many days should an address change be reported?

General information from the Presidency of Migration Management states that a change during the residence period should be reported to the relevant migration and population authorities within twenty working days. Additional rules may apply when changing province or while an application is pending.

Can an error in the tenancy agreement lead to refusal?

Depending on the nature of the error, an additional document or correction may be requested. Some inconsistencies may affect the credibility of the declaration. Once an error is discovered, it should be corrected and explained through the proper procedure rather than concealed or edited informally.
