Turkish Citizenship Application Process

Last updated: 19 July 2026

Which Legal Route Applies to a Turkish Citizenship Application?

Turkish citizenship may be acquired by birth or later through routes such as general acquisition, marriage, exceptional acquisition, adoption, reacquisition or the exercise of a statutory right of choice. Each route has different eligibility conditions, forms, authorities and evidence. A residence permit, marriage certificate or property purchase does not by itself automatically create citizenship.

Applicants consulting an Antalya lawyer or a Serik lawyer should first identify the correct legal route and prepare documents that are consistent across passport, birth, marriage and residence records. Different spellings of names, unregistered divorces or incomplete legalisation of foreign documents can delay the file.

General Acquisition of Turkish Citizenship

A foreign national applying under the general route must satisfy the statutory conditions, including legal capacity, five years of uninterrupted residence in Türkiye before the application, intention to settle, sufficient Turkish-language ability, income or profession supporting the applicant and dependants, and no obstacle concerning national security or public order.

Satisfying the listed conditions does not create an absolute right to citizenship. Citizenship is granted by the competent authority after administrative evaluation.

Citizenship Through Marriage

Marriage to a Turkish citizen does not automatically grant citizenship. A foreign spouse may apply after at least three years of marriage, provided the marriage continues and the statutory conditions concerning family unity, conduct compatible with the marriage and national security or public order are met.

The authorities may interview the spouses and investigate whether the marriage is genuine. Separate residences, inconsistent statements or evidence of a formal marriage created only for status may lead to refusal.

Exceptional and Investment-Based Applications

Exceptional acquisition may be available to persons covered by the Turkish Citizenship Law and its implementing regulation, including specified investors who obtain a conformity certificate from the relevant public authority. Investment thresholds, holding periods, valuation and payment documentation are governed by current regulations and institutional guidance.

Obtaining a conformity certificate is an important stage but does not itself complete citizenship. The residence and citizenship files are separately reviewed by the competent authorities.

Where Is the Application Submitted?

Applications inside Türkiye are submitted to the governorship at the applicant’s place of residence, through the provincial directorate of population and citizenship. Applications abroad are submitted to Turkish foreign missions. The application is made personally or through a representative holding a special power of attorney where the procedure permits.

Postal applications are not accepted. Where fingerprints or a personal interview are required, the applicant must attend personally.

Common Application Documents

Document Purpose Important point
Application form Identifies the legal route and applicant’s request The correct VAT form should be used for the application category.
Passport or nationality document Proves current nationality and identity Translation and notarisation may be required.
Birth record Shows full identity and parentage It must be legalised or apostilled where applicable and translated.
Marital-status records Shows marriage, divorce, widowhood and family ties Foreign judgments may require recognition in Türkiye.
Residence and entry records Supports lawful stay and continuity where required Travel periods and residence interruptions should be reviewed.
Income or employment evidence Supports financial-capacity conditions Salary, tax, company or pension records should be current.
Route-specific evidence Proves marriage, investment, adoption or another ground The document must come from the competent authority.

Foreign Documents, Apostille and Translation

Foreign civil-status and identity documents must be prepared according to the legalisation rules applicable between the issuing state and Türkiye. An apostille may be sufficient for states party to the relevant convention; otherwise consular legalisation may be required. Documents are generally submitted with a certified Turkish translation.

The spelling of the applicant’s name, parents, birth place and date should be consistent. A material discrepancy may require a correction document from the issuing country.

Residence Continuity and Travel

For the general route, the five-year residence period and time spent outside Türkiye are examined. Not every lawful stay category is treated identically for citizenship calculation. Residence records, passport entry-exit stamps and official movement records should be reviewed before filing.

A person should not assume that owning property or holding repeated short-term permits automatically satisfies the settlement and continuity conditions.

Interview and Security Review

Depending on the route, the applicant may be interviewed regarding Turkish-language ability, family life, residence, occupation and reasons for applying. Administrative units also conduct archive, national-security and public-order reviews.

Processing time cannot be guaranteed because foreign-document verification, address investigations and inter-agency checks differ between files.

How Is the Application Followed?

The applicant receives an application number and can use the official citizenship-status inquiry service with the required identity information. Status messages are general administrative stages and do not always indicate an exact completion date.

Requests for missing documents should be answered within the stated period. Updated passport, address, marriage, birth or criminal-record information should be notified when relevant.

What If the Application Is Refused?

A refusal should be reviewed through its legal reason, notification date and supporting file. An administrative application or annulment action before the competent administrative court may be considered according to the decision. The court reviews legality; it does not automatically grant citizenship merely because a procedural error is identified.
